Abstract
In the nineteen sixties Colombia introduced an ambitious palm oil programme. Its success or failure has yet to be proven, certainly results so far are inconclusive. The aim of this paper has been to summarize the results to date, and also to compare two tenure systems for their success in terms of saving foreign exchange. The paper tentatively concludes that the programme has led to saving and further to the deduction that plantations are the better tenure system for palm oil production.
