Edited text of a lecture given by the Hon. Dr Kenny Anthony, Prime Minister of St Lucia and Minister for Finance, Economic Affairs, Planning and Social Security on 3rd March 2015. The event took place at the University of the West Indies, St Augustine Campus in Trinidad and Tobago, and was simultaneously part of the Distinguished Open Lecture Series as well as part of the university's 'Conversations with CARICOM' initiative.
