Human Resource Management: Challenges for the Public Service of Trinidad and Tobago

Abstract

This paper states that a major aspect of reform initiatives in the public service of Trinidad and Tobago over the past ten year has been the attempts to change the infrastructure for Personnel Management. Specifically, this has entailed efforts to reduce the dominance of the central agencies, the Service Commissions Department and the Personnel Department. The paper focuses on other emerging Human Resource Management challenges facing the Public Service, the three most pressing being: rewards and compensation for Public Servants; developing 'shared vision and values' and building a sustainalbe cadre of human resource management professionals. Concludes by saying that while there are other challenges these three are the most daunting.
